IT Functional Expert Consultant - PT

Position Details

LOCATION: Washington, DC (Onsite or Remote) | Day Shift: PT

 

DUTIES AND RESPONSIBILITIES

Must demonstrate substantial, hands-on, successful experience in actually doing the work on the systems being used, usually at least five years of such experience. Requires broad knowledge of the Government's IT environments, including office automation networks, and PC and server-based databases and applications. Experience in a litigation support environment is extremely helpful. Excellent oral and written communication skills are required. Supervisory experience very strongly preferred. The ability to lead a technical team, and to give it direction, will be very important, as will the demonstrated ability to analyze the attorneys' needs, and to design and implement a whole system solution responsive to those needs. 


  • Provide systems enhancements, support, and maintenance, in addition to other areas of support including all relevant stages of the system development life cycle from analysis of requirements to design and development.

  • Provide technical support to USAODC for all stages of the system development life cycle, as applicable, including requirements analysis, system design, construction of selected solution mechanism, unit and system integration testing, implementation support, and preparation of technical documentation. Systems to be constructed, implemented, or maintained include new USADC data warehouse, existing and new data feeds to and from USAODC, existing and new USAODC applications and data systems as well as external criminal justice agencies. Minor changes and enhancements to existing legacy USAODC applications will also be required.

  • Provide technical research and recommendations for COTS software or government-provided software to replace USAODC Legacy systems.

  • Provide technical support for Legacy to COTS/Government software data mapping.

  • Provide technical support for development of Legacy to COTS/government software data migration plans.

  • Provide technical support for identification of Legacy features to be implemented in the COTS/government software environment.

  • Provide technical support for develop and document system cut-over plans.

  • Provide user liaison support to ensure system functionality is retained and/or improved.

  • Provide technical support for User Acceptance Testing. Document results and ensure defects are corrected.

  • Construct and execute data migration scripts as needed.

  • Provide user and technical documentation as needed.

  • Construct, test, and implement interfaces as required for the new COTS/government system to other USAO systems.

  • Provide support to modify current transaction loading and processing of data and documents in the current environment as need arises.

  •  Transition current transaction environment from Oracle to SQL Server.

  • Transition current SOAP web services to REST API.

  • Modify current and new multi-agency interfaces to support loading data and documents to new staging area environments.

  • Migrate current processes to populate USAODC data sources with transaction data and documents from new staging areas.

  • Conduct interface testing - internally and externally with other agencies as needed.

  • Go Live and post-implementation support.

Minimum Education/Certification Requirements:

Bachelor’s degree in computer science, engineering, or related field, and 3 years of experience in the appropriate area.


Place of performance:

Washington, DC 

Normal business hours between 8:00 a.m. and 5:30 p.m

Salary: The likely salary range is up to 180K-185K . This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
